    Hi Mary,

I can suggest a following explanation of "nepom" word:

Maybe Rusyn newcomers did not have an answer or were not sure, so answered "ne pomnyu/ne pamiatayu" = "I don't remember". Lack of proper interpretation and/or the officer took it as an official or substitute 'name'.

NEPOM may not be a Latin word.  Here is a close noun NEPOS meaning grandson or nephew.  Would that fit your context?

Does anyone know the meaning of the Latin word 'nepom'?  I've seen it in several birth records.

    Thanks.
